DutiesYou will serve as the C40 Division Test and Evaluation Lead, for department engineering efforts in major shipboard and land based test events of navy combat systems and weapon systems,You will serve as the senior engineer expert on all technical aspects of Combat System and Weapon System testing, both USN and FMS; from planning, execution, analysis and reporting,You will be the senior engineering expert across all types of testing (developer testing, integration, Developmental and Operational Test, CSSQT, and Fleet exercises),You will lead Port Hueneme's AEGIS testing, working directly with Test and Evaluation leads and Technical Project Managers for BMD, DDG 1000, FFG, and Coast Guard programs,You will lead development of common processes, and training, across programs, leading PHD changes to support Integrated Combat Systems across Large Surface Combatants,You will ensure effectiveness and quality of C40 Test and Evaluation products and services through technical processes, Training Qualification Standards, and engagement with project test teams and stakeholders,You will represent the organization in internal and external collaboration to develop solutions and accomplish program and command goals,You will lead project teams, establish goals, plan and assign work in coordination with branch managers, and track progress to meet deadlines,You will identify and analyze problems, perform technical studies and evaluations, weigh relevance and accuracy of information, generate and evaluate alternative perspectives and solutions,You will make timely and effective recommendations based on potential implications of findings or conclusions,You will lead and participate in various working groups and Integrated Product Teams,You will serve as the single point of contact for Department Testing and Evaluation efforts, representing the command on formal panels, and providing independent assessment to panel chair of readiness for test,You will keep abreast of technical achievements within and outside the agency and other organizations, and evaluate the applicability to Navy programs, missiles, and ships.Requirements Conditions of EmploymentMust be a US Citizen.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to thenext lower pay band, the ND-04 (GS-12/13 equivalency) or grade level in the Federal service or equivalent experience in the private or public sector, as a professional engineer applying advanced engineering principles to support the system engineering and Test & Evaluation of complex programs for Naval surface ship combat and weapon systems.

Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree.

To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, eg, in interdisciplinary positions.
