00% increaseCLASSIFICATION UPDATEOn January 24, 2023, the Board of Supervisors approved the implementation of a new management classification system throughout the County of Orange. As a result, this Administrative Manager III - Specialty classification will be classified as a Medical Services Deputy Director, effective March 10, 2023.Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an Open eligible list which will be used to fill current vacancies, and can be used to fill future Medical Services Deputy Director positions within the Health Care Agency. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Strategy and Special Projects, Mental Health and Recovery Services, Correctional Health Services, Medical Health Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community. THE DEPARTMENTThrough assessment, policy development and assurance, Public Health Services (PHS)provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments. THE PROGRAMOrange County Tuberculosis (TB) Control is housed within the HCA Pulmonary Disease Services (PDS) Programand has one full service clinic in Santa Ana for TB screening, diagnosis and treatment.

Orange County TB Control provides diagnosis, treatment and case management for residents with active TB disease. It provides screening services and treatment of latent TB infection (LTBI) for those who are at highest risk for progression from LTBI to active TB disease. As a TB control strategy, Orange County TB Control performs contact investigations to identify individuals who have had significant exposure to active TB cases and provides appropriate treatment for LTBI or TB disease, if needed.

THE OPPORTUNITYThe PDS Medical Director & TB Controller is a physician responsible for the clinical, scientific, and epidemiologic oversight of PDS Program activities, which includes developing, coordinating, interpreting, and executing TB policies and practices within Orange County and providing medical and epidemiologic expertise on TB-related health issues in accordance with state/national guidelines and local epidemiology. This position works closely with the Health Officer and other lead staff in the management of public health-related disasters, crises, or emergencies. This position will be fully in person and share 24/7 after hours night and weekend calls with the other public health physicians for all public health related issues.

The PDS Medical Director & TB Controller will oversee a team of clinicians and collaborate with the public health team to perform the duties to protect public health.Job duties include, but are not limited to:Provide direct patient care in the TB Clinic as part of the clinical teamProvide expert consultation to the medical community in Orange County on the appropriate protocols and care of persons with active TB disease and latent TB infection based upon CDC and California TB Control Branch guidance to ensure appropriate and optimal medical managementEnsure medical community compliance with TB reporting requirements for Orange County and provide oversight to ensure patients with TB have appropriate access to treatment and medical careProvide medical direction, consultation, and technical assistance for large contact investigations, hospitals, and worksite investigationsConvene community groups as needed to partner and facilitate best practices related to TB care and management in Orange CountyEducate staff and medical community about TB disease trends, community-wide TB control strategies, and rationale for treatment protocolsProvide medical and epidemiologic expertise on TB-related health issues, in accordance with state/national guidelines and local epidemiologyConsult with department heads, city, state, and federal health department officials and others in addressing TB control issues in the communityTake appropriate measures to prevent the spread of TB disease or occurrence of additional TB cases, including enforcing all orders, rules, and regulations concerning quarantine and isolationProvide clinical oversight over the Refugee Health Assessment ProgramDESIRABLE QUALIFICATIONS & CORE COMPETENCIESThe ideal candidate will possess a valid Physician's and Surgeon's certificate issued by the Board of Medical Examiners of the State of California and will also have completed a formal medical training program for a particular specialty, as approved by the Council on Medical Education of the American Medical Association or certification of eligibility for certification by an American Specialty Board. Board Certification in Infectious Diseases or Pulmonary Medicine and experience in a public health agency or healthcare setting focused on population health is highly desirable, but not required.
