DutiesYou will advance innovation and adoption of modern software technologies to rapidly build secure, resilient software systems.You will advance the innovation and adoption of modern software processes, practices and methods such as Agile and DevSecOps through collaboration across the Naval Research and Development Environment (NR and DE) and DON StakeholdersYou will leverage partnerships in support of efforts for Department of the Navy (DON) CIO, DASN Information Warfare and Enterprise Services (IWAR), DASN RDTE, OPNAV and HQMC.

03 Cyber Workforce Qualification and Department of Navy policies. Qualifications The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages.

Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Demonstrated technical experience for business and tactical software applications and associated development environments including multidisciplinary expertise in platform and software service models, software development patterns and best practices, Cloud Computing, Cyber Security, Data Science, Agile software development, and Development, Security and Operations (DevSecOps) principles. 2. Demonstrated expertise in computer science, electrical engineering, mathematics, or the physical sciences, or with multidisciplinary expertise that spans Manpower, Logistics, Business Systems; Digital and Enterprise Services; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Cyber technical fields. 3.

Demonstrated ability to lead R&D, prototyping, systems integration, and test and evaluation of complex software engineering and/or computer science projects supporting Naval systems, to include the underlying science and engineering disciplines. 4. Demonstrated ability to cultivate and leverage partnerships with engineering communities in other DoD and DON organizations including HQMC, MARCORSYSCOM, NAVWAR 5.0, Program Executive Offices (PEOs), NIWC PAC, DON Chief Information Office (CIO), Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Naval Supply Systems Command (NAVSUP), Naval Facilities Engineering Command (NAVFAC), Navy Warfare Centers, and Fleet Cyber Command. 5.

Experience communicating and building coalitions to lead a community of technical and non-technical workforce across a broad spectrum of skill sets and dispersed locations focused on developing, collating, sharing, and promulgating products, solutions, methodologies, patterns, and best practices. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:For 0801 Professional Engineering Series:A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or-B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:(I) Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (eg, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or(II) Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or(III) Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or(IV) Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, eg, engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, eg, in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) ORFor 1550 Computer Sciences Series:A.

Bachelor's degree in computer science -or-B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

All academic degrees and course work must be from accredited or pre-accredited institutions.An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
